Hello,
Should the rear bumper be bowed inward similiar to a 68 Skylark rear bumper? Looks to have been bumped in the center...

There is a slight inward bend, but most of the bumpers I see have been bumped further. Here is an NOS bumper installed on a 71...

So to understand more completely should the lower lip of the trunck lid and the top of the bumper be more or less even/on the same plain?

Yes.
Most of the time if these bumpers have been pushed in at all, you can see the silver fiberglass taillight surrounds have marks or cracks in them where the bumper was pressed into them. The bumper usually comes back out a bit when it is hit, but still has the tell tale signs of a collision. Also check for excessive clearance between the bumper ends and the quarter panel. If the center of the bumper is pushed in, then chances are the outer corners are pushed out.
